Ocean Bay needs no buyer review to make the point. Noval's own 2021 announcement gave a completion date of mid-2022, and Noval's own 2026 announcement gave delivery as 2026, roughly four years later. In between, the product changed from private residences to a condo-hotel under an outside operator. That is the same arc buyers describe at Oceana: a firm date, a long silence, and a different product at the end of it.
Noval has not published an explanation for the gap between the 2022 and 2026 dates. Its April 2026 statement presents the Garden Hotels alliance as part of a model where "operation is an integral part of the concept from its origin."
