What the authorities allege

Prosecutor halt

On 17 June 2025 the environmental prosecutor (Proedemaren) halted the project in a raid, alleging breaches of Laws 64-00, 333-15, 307-04 and 57-18. Prosecutors say they documented the filling of wetlands around 1.7 m deep, the cutting of three mangrove species, the diversion and interruption of water courses, ecosystem fragmentation and a drainage canal. The Ministry was separately reported to be investigating Environmental Licence 0577-24. This is an official allegation and an ongoing investigation, not a court ruling. Noval denies it.

Noval's position

Noval Properties denies the environmental allegations. It says its environmental licence was granted after two and a half years of compliance with the Ministry of Environment's requirements, that "no mangroves were touched and no water courses diverted," and that the water accumulation is seasonal rain on an artificial drainage depression rather than a natural wetland. Noval acknowledges that heavy machinery caused disruption for neighbours and says it built a perimeter access road by local agreement. Noval has also stated it offers refunds to buyers who choose to cancel.
